手話は、公式に認識されておらず、聴覚障害者の教育の第一言語としても使用されていない。ろう者と他者の間の通信の主な手段として認識されていない。（Sign language has no officially recognized status, is not used as the first language in education of deaf people and is not recognised as the main means of communication between deaf persons and others. 2005年7月、日本財団によるギャローデット大学世界ろう者リーダーシッププログラム（Gallaudet University World Deaf Leadership Scholarship）奨学生として、ケニア人男性ろう者ニクソン・カキリ（KAKIRI, Nickson）が来日。
